MEN’S USTA TENNIS RULES FOR 2001- 2002 SEASONS, FALL/ WINTER AND SPRING/SUMMER.

In the event of a conflict, local rules will take precedence over USTA and\or USTA\Eastern, Inc. rules unless specifically prohibited.The following rules apply to both fall/winter and spring/summer seasons.The fall/winter and spring/summer seasons are district local leagues.The resulting playoff is considered the first step in championship play.

II. MATCH FORMAT AND SCORING

1.Matches are best of 3 sets.12-point tiebreakers at 6-6 in each set.

2.Regular scoring in first 2 sets.

3.No ad scoring for third set.

4.All matches are to be played to conclusion – no ties.

5.No coaching at any point (even between the second and third sets)

II ELIGIBILITY

In order to be eligible, players must:

·Reach the age of 19 by his first match date (can be registered prior to that).

·Have a computer or visual rating.

·Be current USTA Member.

·Be registered on a team roster.

Ratings:

Computer ratings are valid for two years, but visual ratings are only valid for a year.The visual ratings must be within the 12 months immediately preceding the date of the leagues first sanctioned match.

If a player gets rated up during the season (fall/winter) he can no longer play at that level.He will not be eligible for any local league playoff between fall/winter and spring summer winners for the regional.A team that losses a player due to been rated up during the season can replace that player on the roster.If a player(s) gets rated down during the season (fall/winter) he/they can continue playing at the same level. The player’s team will be granted a waiver of the remainder of the fall/winter season dual registration rule (see below – Dual Registration).

College players:

Are not excluded but NCCA rules may impact player.

Roster Size:

The standard roster size is sixteen (16) players.The exception to this is at the 4.5 level in which each team is allowed seventeen (17) players.

Dual Registration:

Players are allowed to register for two teams. One team at their NTRP rating level and one team on the next higher level.At the beginning of the season each team is allowed four (4) players that have a lower rating than the league level the team is playing in.If a player or players on a particular team gets a lower rating after the season starts they are not counted in the four (4) player rule for the remainder of the season. Accordingly the team gets to keep the original four (4) and the other player(s) that were rated down for the remainder of the fall/winter season.

Rosters and Roster Changes:

Open registration for the duration of the season applies.A team that has full roster (16 players) cannot drop a player to add another.Also injured players cannot be replaced on the roster.Exemptions:If due to injury or personal emergency, a team roster drops below the minimum number required (8 players), that team may request a waiver from this rule from the Men’s USTA league Coordinator.Either a meeting or phone poll of the league and level coordinators will act upon such a request within 7 days of the request.

III. MATCH PLAY

Court Costs:

Each team is responsible for its ½ of the court.If, due to a “no show” a singles match is defaulted, the “no show” player’s team is obligated to pay for the cost of the entire court if is not used.If the opposing team uses the court the defaulting team is still responsible for the ½ cost of the court.

Lineups:

1.Order of strength is not required.

2.Score Cards must be exchanged simultaneously immediately before the official match start time (i.e. the time stated on the schedule), lobby clock controls.

3.Both captains or any one designated by the captain must remain in the lobby (for 15 minutes from the official match start time) until all players from both teams are accounted for.

Court Allocation:

1.Matches at Tri-City Latham: If Court 1 (Rebound Ace) is used – play third doubles on that court.

2.Matches at Tri-City Guilderland: Play Singles on Window courts (#4 and #5).

3.Matches at Schenectady: Play Singles matches in the bubble.

Warm Up:

15 minutes warm-up from official start time of match (not the time the player(s) arrive on the court).Captains are responsible for starting on time.Warm up includes serves, all serves taken before match – not “as we go”.

Defaults:

·15 Minutes default time (a player arriving 15 minutes late is defaulted). Club lobby clock

controls.

·A player arriving 1-15 minutes late is subject to having his warm-up time reduced minute for

minute (e.g. 3 minutes late = 12 minutes warm-up).

When a team does not know in advance that they will be short a legal player(s), the shorthanded team must follow the procedures outlined in the Forfeit Section (see below).

If due to injury or illness, a team is forced to default a match after the lineups have been exchanged, the short-handed teams lineup remains as listed.

Please be assertive with the opposing captain when you claim a default.

Forfeit:

When a team knows in advance that they will be short a legal player(s), the captain must contact the opposing captain and notify of such fact.The team that is forfeiting may choose to forfeit 2nd Singles or 3rd Doubles if one individual match is to be forfeited.In the event that more than one individual match is to be forfeited, the order of forfeit is 2nd Singles and 3rd Doubles OR 3rd Doubles and 2nd Doubles.The captain for the forfeiting team selects which individual matches are to be forfeited. A team must field at least four players and play at least three individual matches (two singles and one doubles) for a legal match to occur.If these criteria are not met the match is recorded as a 5-0 victory for the non-offending team.

The captain for the forfeiting team is responsible for calling the tennis club and canceling the court(s) that is (are) not needed due to the forfeit.

Rotation:

At the request of a player or doubles team, changing sides on odd games is permitted, although in order to facilitate completing a match in the allotted time, teams are encouraged to change sides only after each set.Changing sides is not permitted during a tiebreaker.Changeovers are limited to 90 seconds.

Matches Not Completed Within Allotted Time:

1.If a court is available within 30 minutes of the stoppage of play, the match must continue.If one party cannot adhere to this schedule (30 minutes), they must default.No exceptions.All captains should advise all their players to be prepared to play for longer than the 2 hours listed on the schedule.

2.If a court is not available within 30 minutes of the stoppage of play the match continuation will take place on either Wednesday or Thursday night or Saturday morning of the same week. Notify level coordinator within 12 hours if a match is not completed.If no agreement can be reached between the players and captains the level coordinator will schedule the continuation for either Wednesday or Thursday night or Saturday morning.All continuations must be played indoors.

3.Continuation of play – play continues from the exact point of the stoppage of play.The match score and game score are continued. The service order is continued. All points played stand.All scoring rules (e.g. no-add, if in the third set) continue.

4.The match must be played in its entirety.If one team chooses to default instead of continuing the match, they may do so. However, this is not encouraged since it could affect the outcome of the season (either for the team involved or for other teams who are impacted by this decision).

IV.REPORTING MATCH RESULTS

Team captains must sign both copies of the score sheet and send copies to their level coordinators.Captains should keep copies of all score sheets until the beginning of the following year’s season.Both winning and losing captains are responsible to report/verify results with USTA.

V.PLAYOFF 

Teams with identical records (total won/lost) will play a playoff match to determine specific level league champion (i.e. we will not refer to number of individual matches won to determine the champion).If three teams have the same win/loss record then the team with the most individual matches won gets a bye to the final.

VII. GRIEVANCE COMMITTEE

Will be selected by the USTA League Coordinator if not in conflict of interest.If the League Coordinator has a conflict of interest in a particular matter under grievance he will defer the selection process to a level coordinator.The grievance committee will be drawn from, level coordinators, captains, players (from different playing level) and league coordinators.Personnel from both the men and women’s leagues will be utilized).
